WHY ARE THEY WORTH PRESERVING?
Melbourne’s twelve Green Wedges are amongst Victoria’s greatest assets and a key contributor to Melbourne’s status as one of the world’s most liveable cities.Providing crucial green breaks between the ever-intensifying urban development corridors, Green Wedges deliver essential environmental, cultural, health and economic benefits to Victorians and visitors alike.Known as Melbourne’s ‘food bowl’, the fertile agricultural land within our Green Wedge boundaries is home to a range of farming and agricultural enterprises. This land not only supports food production but provides thousands of jobs in agriculture and agritourism.
Environmentally, these Government designated green spaces have preserved natural vegetation and scenic landscapes. They protect our creeks and rivers and provide habitat and corridors for our unique and threatened wildlife. They are the 'lungs' of our city.The importance of our natural surroundings in promoting health and wellbeing is well researched and documented - from the physical benefits of fresh air and outdoor exercise to the emotional and psychological advantages of time spent in nature, our Green Wedges provide much needed space for recreational activities that connect us with our natural environment.Our Green Wedges are the lifeblood of Melbourne and their value is incalculableIt is vital to preserve and enhance them for their environmental, cultural, historical, agricultural, recreational and landscape value, yet they are being tragically and rapidly diminished by inappropriate development and intensive land use.Action must be taken now to stop this irreversible destruction.

Planning Application # P21/3507 for 1915 Dandenong-Hastings Road, Pearcedale:
The applicant seeks to construct an extremely large place of worship on an environmentally-classified block of land in rural Pearcedale. It is the first of its type within the Mornington Peninsula Green Wedge.The proposed development CANNOT be successfully integrated into the current landscape without irrevocably compromising the character of the region and the biodiversity of the site. It will destroy vegetation, displace wildlife, fragment wildlife corridors and severely compromise the area’s environmental and rural amenity.This planning application must be opposed.Approval would set a dangerous precedent and invite similar developments across the Mornington Peninsula.The PGWPG committee is working tirelessly to ensure that we get the very best result for our community when we present at VCAT in less than 7 weeks’ time. Time is short and there is much work to do.We need your help. To successfully represent our community at VCAT we urgently require donations to fund legal representation. A VISION OF GREAT FORESIGHT
In the 1960's, the countryside around Melbourne was deemed a vital part of the metropolitan environment.These green spaces, with their unique landscapes, natural bush, fertile agricultural land, incredible biodiversity and significant environmental, conservation and cultural heritage were considered so valuable that they needed to be preserved and protected ...... and so, Melbourne's Green Wedge zones were created.

We are deeply grateful for the visionary legislation of the 1970s Hamer Government, which safeguarded these green spaces for future generations and profoundly shaped the way Melburnians live and connect with the natural environment. Credit is also due to the Bracks Government, which introduced new Green Wedge zones and established the Urban Growth Boundary in 2003.Melbourne's Green Wedges and surrounding farmlands are key to our overall wellbeing and economic prosperity. Protected by tight legislation, these open landscapes, forests, rivers, wetlands and rural areas, dotted with small townships flourished for decades.
A DOWNWARD TREND
Regrettably, as successive governments have implemented policy changes, protective legislation has been progressively weakened. Thousands of hectares of Green Wedge land have been rezoned, boundaries have shifted, exemptions have been granted, and loopholes exploited. Organisations, corporations and individuals have used their influence and financial power to override legislation and disregard community objections.Much valuable wildlife habitat and agricultural land has already been lost to ever-expanding housing and industrial estates, as well as to inappropriate development and land use—both legal and otherwise. Applications that conflict with core Green Wedge objectives continue to be approved, and land is being developed in ways that are removed from the original Green Wedge vision.The importance of Green Wedge zones, and our responsibility to protect them, will only increase as urban growth continues to threaten Melbourne’s non-urban landscape.

The Green Wedges Protection Group supports, and advocates for, the preservation and enhancement of our natural landscape, wildlife, wildlife habitat, agriculture, agritourism and rural amenity. We support appropriate development and industry.We oppose inappropriate land uses and developments that threaten the long-term vitality of our Green Wedges. By scrutinising projects and planning applications, working with councils, collaborating with community groups, attending VCAT hearings, and campaigning for legislative reform, we aim to permanently protect these vital green breaks and strengthen the original Green Wedge Vision - ensuring these landscapes are protected, preserved and enhanced for agriculture, wildlife and future generations.

Our goal is to establish a branch in each of Melbourne’s Green Wedges, with each branch operating autonomously - managing its own campaigns and engaging its local community - whilst together forming a united committee under the Green Wedges Protection Group banner.

OUR STRUCTURE

Our mission is to establish a Green Wedge Protection Group branch in each of Melbourne's Green Wedges. Branches typically emerge in response to specific, inappropriate planning applications that are likely to be referred to VCAT. By connecting with branches that have already navigated similar processes, valuable insights and practical guidance can be provided.In this way, our branches can support one another, share ideas, knowledge and resources, address local issues as they arise and reduce duplication of efforts.Individual community groups campaigning against inappropriate activity or opposing specific planning applications can enlist the assistance of their local Green Wedge Protection Group which will be able to offer experience based guidance and practical support.At a macro level, we are able to coordinate Green Wedge protection efforts across branches to ensure a strategic and united approach. We are able to align our campaigns and work in partnership with like-minded organisations as we focus our advocacy and lobbying efforts on securing stronger legislative protection for our Green Wedges.Until legislation permanently protects Melbourne's Green Wedges, we must work collectively with a louder voice and a greater presence to conserve and protect these precious and irreplaceable assets.

STATUS - SUCCESSFULY CONTESTED
In January 2022, an application was lodged with the Mornington Peninsula Shire Council seeking approval for a large-scale place of worship on 10 acres of environmentally classified Green Wedge land.The scale and nature of the proposal were unprecedented for the Mornington Peninsula. Following significant community backlash and more than 300 objections, the Shire Council unanimously rejected the application. However, the matter proceeded to VCAT.The proposal was actively contested by the Mornington Peninsula Shire Council, the Peninsula Green Wedge Protection Group (PGWPG), and several independent objector parties. In August 2025, the Tribunal issued its decision: no permit granted.The PGWPG’s campaign against this proposal spanned three years and three months - from lobbying Council to reject the application, through the full VCAT process, to the final submission in August 2025. The result is a significant win for the Mornington Peninsula Green Wedge. Not only was the proposal refused, but the outcome highlights the power of community action, the strength of Council support, and the importance of challenging developments that are inconsistent with appropriate Green Wedge land use.This landmark case also sends a clear message to future applicants: inappropriate development will not be tolerated in the Mornington Peninsula Green Wedge.We will continue to advocate for legislative reform so that, in future, residents, councils, and applicants are not forced to expend substantial time, money and effort navigating disputes over inappropriate proposals.

There are a number of applications lodged with the City of Casey and Shire of Cardinia councils which do not align with Green Wedge values.We have recently contested an application through VCAT and we are currently seeking funds to meet legal costs.There are many applications that we are still investigating.

In September 2024, our residents’ group took a planning application to VCAT - the applicant sought to build a place of worship at 104 Browns Road, Cranbourne South. The application was successfully contested with VCAT announcing their "No Permit Granted" decision in October 2025.This outcome is a significant win for our group and for the Western Port Green Wedge, as the application had previously been approved by the City of Casey. It demonstrates the power of community action and reinforces the importance of challenging applications and council decisions that are inconsistent with appropriate Green Wedge land use.Unfortunately, we still face substantial legal bills, and any funds donated at this stage will go directly towards covering the costs incurred during the 104 Browns Road VCAT case.Once those expenses are met, we will turn our focus to two current permit applications and the additional legal costs we anticipate as we continue our efforts to protect the Western Port Green Wedge.
